Dear Gurus,

my mom is above 55 and is thinking of selling her 5rm HDB in Jurong. I would like to find out the following before entering the market:

1) current HDB is under no loan, CPF used for existing property is at approx. $10k. is she required to top up funds from her cash proceeds to meet the minimum sum?

2) she has been widowed since last year and we went down to HDB office to enquire about her next BTO purchase but were informed that she is unable to as she does not form a family nucleus, she is considered as a 2nd timer. What are our other options?

3) Her HDB unit is very run down, will there be any buyers in this current market?

Hi,

(1) Full Retirement Sum (FRS) or Basic Retirement Sum (BRS) is make up of the CPF amount in SA + OA. Once the amount is fixed at age of 55. There shall be no changes.
Thus she doesn't has top up the difference if there are any using the sales proceed. Any excess upon returning to CPF OA ($10K+ accrued interest) can be use to pay for the next purchase.

(2) HDB is correct, to buy a BTO even for 2-rm flexi is only eligible for first timer Single Citizen.
However, the choice is to buy a resale 3-rm. Because even she is eligible to buy 2-rm flexi BTO, it will be in non-mature estate. Thus you may consider to buy a 3-rm in non-mature estate.

(3) There are buyers with different objective. Those buyers who prefer to redo whole flat will definitely love this type of flat.
I've even successful sold off a near 40yrs old flat without any reno above valuation.

Good morning,

I feel that your mom can consider a resale 3rm flat since she is not eligible for new flats as a single.

But detailed financial calculation should be done as she has to set aside basic retirement sum in CPF OA+SA first before she can use it in the purchase.

Perhaps we can meet up to discuss and explore her options. Kindly assure she has her singpass ready for any facts finding.

Lastly dont be worry about the house condition. As long as pricing is correct even it takes a slightly longer marketing period, there will be a buyer.

Thanks for your enquiry. If she has withdrawn cash at age 55 from her CPF retirement account before, and property was pledged to meet the full retirement sum, there may be a possibility to top up. I'll need more inputs from you so to calculate the exact figures. Yes unfortunately, the BTO option (3 room onwards) is not available unless one of her children can form the family nucleus with her. She can only consider studio apartments (2 room) from BTO option. Do note a resale levy of 45k applies, if this jurong flat was bought with subsidy/grant. Alternatively, she can consider the resale market, all sizes are available no issue as long as the finances are comfortable.

Finally, there is no need to worry about the condition of the unit as long as there are no permanent structural issues (piping etc) within the unit, there will be buyers who are looking to do a overhaul and will consider if the pricing is reasonable.
